General Description:
 
HE IS perhaps the most reviled being in all of Asia. A crime lord whose reputation is part myth, part reality. His very existence is denied by some who choose to believe that no one man could be so insidious, or perhaps by governments who do not wish to acknowledge his existence for fear of giving him some sort of power over them.
 
The man called "Fu", or more formally, "Fu'Xian" is probably a series of crime lords (or more terrifyingly, perhaps the same being) credited for some of the most notorious incidents in the history of Asia.
 
He is said to have been the father of the Tran Sisters, to have been present at the conquest of Cambodia, to have personally planned the flooding of Angkhor Wat. He is said to be the man behind the Taipei Rebellion. The mysterious prophet who urged the Sepoys to rebel in India. The "intelligence leak" that allowed the Japanese to launch the surprise attack responsible for the Russo-Japanese War. The mastermind behind the Taipei Rebellion.
 
Fu'Xian, or the men who have been called Fu'Xian, seem(s) to be motivated by a desire to spread chaos, to wreck destruction, to profit from the misery of others. At the same time, his activities in the last two centuries seem to be focused upon the destablizing of foreign spheres of influence in Asia, particularly China.
 
Who is Fu'Xian, and where do his origins lie? The record seems to begin in the ancient city of Xian, from which the  Insidious Xian Cabal draws its name, but from there, it is a matter of supposition, circumstantial evidence, and a profound lack of concrete fact.

Fu'Xian has never been reported with any weapons.
 
Training:

The man, or men, known as Fu'Xian seem to be masters of the arcane, indeed, some of the first records of the man called Fu'Xian appear during the Han Dynasty, where he is described as a corrupted Court Magician.
 
Fu'Xian is said to be quite capable of killing, but in none of his incarnations has he been well renowned for feats of physical prowess.
 
Known Allies and Associates:
 
In the last five decades, Fu'Xian's location has more or less been pinpointed to the area in or around Shanghai. The most recent wave of assassinations and riots in the old city have been blamed upon his machinations, as have the increased tensions between the Japanese and Chinese in the same region. A recent string of murders involving eminent scholars formerly associated with the Imperial Court have also been blamed upon the work of the Xian Cabal.
 
Curiously, while the Xian Cabal have scrupulously avoided involvement in the modern drug trade, at least directly, it has been rumored for years that they are secretly involved in the Opium dens.
 
Fu's agents are invisible faces in the crowd. The friendly old man at the general store, the beautiful prostitute at the Gentleman's Club, the stoney faced guard at the ancient shrine. He is said to favor beautiful young women as his personal bodyguards.
