THE XIAN CABAL is a myth, so far as anyone knows. A bed time story designed to frighten Westerners. They are, it is said, the shadowy
masters of Shanghai. A secret order dedicated to the elimination of all foreign influence in China using any means necessary. Their
mythical leader, Fu'Xian, has been credited with virtually every major uprising in China, against both foreign and domestic governments,
in the last century.
